It occupies a space equivalent to four blocks, and is delimited by Bahía Blanca, Mercedes, Nueva York and Pareja streets. It is also located on the road to Chivilcoy, Salvador María del Carril, Lincoln and Fernández de Enciso streets. These last two are diagonally drawn with respect to the other streets, so the square is virtually at the junction point of 4 different streets.
The square was known at first as Santa Rosa, since it belonged to the Santa Rosa area and was wired to keep wild animals away. At that time the streets were made of dirt, and the square had various types of trees, such as pines, walnuts, palm trees, eucalyptus, magnolias, etc.
In 1908 it was planned to place a statue of General Arenales, but this project did not materialize. Even so, it motivated the name of the square, which remains to this day. In 1939 a memorial plaque was placed in New York and Fernández Enciso, on the occasion of the fiftieth anniversary of the neighborhood.
In 1958 the cornerstone of the monument to the flag was placed in the center of the square, which has allegorical figures and a pole. The sculptor Luis Perlotti carved the figures, which on three faces represent General Arenales, José de San Martín and Manuel Belgrano. The fourth face has the figures of La Libertad, Labor and the basic industries of the Argentine economy, livestock and agriculture.
Plaza Arenales, named in honor of Juan Antonio Álvarez de Arenales, also popularly known as Plaza Devoto, is a square located in the Villa Devoto neighborhood, in the city of Buenos Aires.
In the square there is also a statue of the founder of the neighborhood, Count Don Antonio Devoto, which was made by Antonio Zocchi.
